From the 4 minutes 31 seconds of footage available to me for review:

Snub undergoes an operation which basically turns him hyper! He comes out of hospital with a nurse (who looks a lot like Beth Darlington) and is almost run over by the rival (I think this is Tom Kennedy) but Snub bounces out of the way just in time. Snub then springs into a moving streetcar and jumps over little Sammy Brooks. He offers a lady passenger his seat before climbing up and lodging himself in the overhead luggage rack. Snub arrives at a house at the same time as the driver he previously encountered and they both go into the kitchen with the girl (Marie Mosquini). The rival begins to help himself to lots of food before leaving and purchasing some nuts from a vendor on the street.
He sneaks back into the house and leaves the nuts on a table. Snub takes a couple and eats them, which sends him into hyper-mode! He starts bounding around the room, hanging and swinging from a ceiling fixture; bouncing on concealed trampolines and doing backflips. He then starts climbing around the side of the building like a man possessed until residents begin jumping out of their windows and falling to the ground! His last stunts include climbing up and running across the top of telegraph poles before the rival headbutts the pole and sends Snub crashing down to the ground.

Trivia
A fragment of this film was featured in one of the Laff-A-Bits compilation series.
The facade of the hospital when Snub leaves at the beginning with the nurse is actually the entrance to the Hal Roach Administration building.
I have identified Tom Kennedy and Beth Darlington as being characters in the film. Both of these are educated guesses. Both had appeared in other Snub Pollard films around this time.
My opinion
Some clever scenes and some impressive moves from Snub.
